President, Principal Engineer

Michelle Maddaus, P.E., is a registered civil engineer with 25 years of experience, largely in water resources. She has been project manager (PM) for dozens of water conservation plans including the City of Santa Monica, which involved modeling water savings from the city neutrality program. Michelle has served as PM on multiple projects for the City of Foster City/Estero Municipal Improvement District (EMID), including Water Supply Assessments that provided information for use in the California Environmental Quality Act (CEQA) analysis for various proposed projects. She also served as PM on EMID’s Water Neutrality Growth Ordinance. Key recent projects Michelle has worked on include updates for the Bay Area Water Supply & Conservation Agency (BAWSCA) Regional Water Demand and Conservation Projections; San Diego County Water Authority (SDCWA) Water Conservation California Legislation Webinar Series; Metropolitan Water District of Southern California Integrated Resources Plan: Water for Tomorrow; and Irvine Ranch Water District Advanced Metering Infrastructure Feasibility Study and Business Development Plan. In January of 2025 Michelle lead the first national International Association of Plumbing and Mechanical Officials (IAPMO) training course. Michelle holds an M.B.A. from the University of California, Davis (2003) and a B.S. in Civil and Environmental Engineering from the University of California, Davis (1999). She also completed international study programs at the University of New South Wales in Sydney, Australia (1997) and the University of Oxford in the United Kingdom (1997).
