Lisa Maddaus was a contributing author for the second edition of AWWA’s M60 Drought Preparedness and Response, released in 2019. She worked on the first edition of the manual as well, which was published in 2011. Since that time when the first edition was published, many communities have experienced their hottest and driest years on record, often leading to drought. This guide provides a step-by-step process to design a water shortage contingency plan. This is a unique type of disaster preparedness plan, that when developed using the M60 Manual, can employ tested strategies to help water managers lessen the effects of drought or other types of shortages. The manual also provides new tools and methods to respond to water shortages with valuable case studies and lessons learned from communities across the United States.
