Water Conservation Strategic Plan • City of Flagstaff, Arizona (2020), AZ

The City of Flagstaff engaged the services of MWM to develop a Water Conservation Strategic Plan. In addition to determining the appropriate investment in conservation-derived water savings in order to defer costly future water supply development and infrastructure, the other goals of the plan were as follows:

  • Assist the City in becoming a national leader in water conservation in all sectors (City Council goal)

  • Generate quantitative water conservation savings projections for use in Water Resources Master Plan

  • Provide conservation guidance for next water rate study

  • Ensure water conservation program expenditures result in broad community participation and return on investment

During the strategic planning process, 11 conservation activities were selected from the City’s current water conservation program and were assessed for return on investment using MWM’s DSS Model. Water Conservation staff worked with a broad array of community stakeholders to select additional conservation activities beyond the current ones; eleven more were selected. The stakeholder engagement process included gauging public interest through surveys conducted by City staff at the annual community ScienceFest (www.scifest.org) and gathering input from the Flagstaff community through a focus group conducted by local consultants. Upon completion of the Final Draft Strategic Plan, the City submitted it for verification by the Alliance for Water Efficiency’s Leaderboard for compliance with AWWA’s G480 Standard and was awarded G480-13 Gold Level Status.
