City of Sacramento • Water Efficiency & Conservation Plan (2026), CA

MWM partnered with the City of Sacramento to conduct a comprehensive technical conservation analysis in support of the City’s 2026 Water Efficiency and Conservation Plan. The project focused on four primary objectives: evaluating existing and emerging water efficiency measures, developing and assessing conservation program alternatives, estimating water savings and program costs, and identifying future population and commercial growth trends. To help the City meet long-term water use objectives and maintain compliance with the “Making Water Conservation a California Way of Life” Regulation, which took effect on January 1, 2025, the Plan integrated historical conservation data, service area demographics, and water demand trends.

Through this process, the Plan evaluated 26 individual measures and designed three program alternatives tailored to the City’s unique service area utilizing the DSS Model. Program B (“Optimized”) was selected as the preferred implementation strategy. The Program represents a balanced and strategic expansion of conservation efforts designed to address future uncertainties related to commercial outdoor water use standards, changing water costs, and potential climate impacts.
